Interview about the parliamentary debate about the South African Economic Reconstruction and Recovery Plan which took place on 21 October 2020. The discussion evaluates the response by President Ramaphosa and the potential impact of the economic recovery plan. The interview analyses how the plan aims to resolve the main reasons why public infrastructure investment has not delivered economic growth in South Africa, namely: corruption and state capture, shortages and unequal distribution of technical engineering and project management skills across the country, lack of enforcement of regulations such as the Standard for Infrastructure Procurement and Delivery Management, and the lack of linkages between infrastructure development to industrial policy and economic opportunities. The interview also reviews the importance of the Government of South Africa inspiring confidence in the its ability to deliver on the infrastructure in the right quality, within budget and on time – in order to attract private capital which is crucial for financing the recovery plan.
